India's counter-terrorism strategy

Terrorism [ Images ] and insurgency are the unending battles India [ Images ] has been fighting since Independence. 
In the first part of his analysis on terrorism, B Raman discussed its causes, the distinctions between religious and non-religious terrorist groups, their sources of funding and their sanctuaries.
In Part II, he explained how most Indian Muslims have refused to fall prey to the gambits of Pakistan-backed terrorist organisations.
Today, he underlines how India's continued focus on economic development and democratic freedom has effectively countered both terrorism and insurgency.
India's counter-terrorism set-up consists of the following:
The state police and its intelligence set-up: Under India's federal Constitution, the responsibility for policing and maintenance of law and order is that of the individual states. The central government in New Delhi [ Images ] can only give them advice, financial help, training and other assistance to strengthen their professional capabilities and share with them the intelligence collected by it. The responsibility for follow-up action lies with the state police.

Pakistan has been the main source of arms, ammunition and training for religious terrorist groups which operated in the Punjab [ Images ] in the past and for those which are operating presently in J&K and other parts of India. The training is given by the ISI, either directly or through religious fundamentalist and pan-Islamic jihadi organisations, in various makeshift camps located in PoK, the Northern Areas (Gilgit and Baltistan) and the North-West Frontier Province.

Terrorism: India's unending war

Since its independence in 1947, India has been facing the problem of insurgency and terrorism in different parts of the country. For the purpose of this column, insurgency has been taken to mean an armed violent movement, directed mainly against security forces and other government targets, to seek territorial control; terrorism has been taken to mean an armed violent movement directed against government as well as non-government targets, involving pre-meditated attacks with arms, ammunition and explosives against civilians, and resorting to intimidation tactics such as hostage-taking and hijacking, but not seeking territorial control.
India has faced exclusively terrorist movements in Punjab [ Images ] and Jammu and Kashmir [ Images ], bordering Pakistan, and part insurgent-part terrorist movements in the northeast, bordering Myanmar and Bangladesh; in Bihar, bordering Nepal; and in certain interior states like Andhra Pradesh, Madhya Pradesh [ Images ] and Orissa that do not have international borders.

Terrorism

There is no universally agreed, legally binding, criminal law definition of terrorism.Common definitions of terrorism refer only to those violent acts which are intended to create fear (terror), are perpetrated for a religious, political or ideological goal, deliberately target or disregard the safety of non-combatants (civilians), and are committed by non-government agencies.
Some definitions also include acts of unlawful violence and war. The use of similar tactics by criminal organizations for protection rackets or to enforce a code of silence is usually not labeled terrorism though these same actions may be labeled terrorism when done by a politically motivated group.
The word "terrorism" is politically and emotionally charged, and this greatly compounds the difficulty of providing a precise definition. Studies have found over 100 definitions of “terrorism”. The concept of terrorism may itself be controversial as it is often used by state authorities to delegitimize political or other opponents, and potentially legitimize the state's own use of armed force against opponents (such use of force may itself be described as "terror" by opponents of the state).

History of India

The history of India begins with evidence of human activity of Homo sapiens as long as 75,000 years ago, or with earlier hominids including Homo erectus from about 500,000 years ago. The Indus Valley Civilization, which spread and flourished in the northwestern part of the Indian subcontinent from c. 3300 to 1300 BCE, was the first major civilization in India. A sophisticated and technologically advanced urban culture developed in the Mature Harappan period, from 2600 to 1900 BCE. This Bronze Age civilization collapsed before the end of the second millennium BCE and was followed by the Iron Age Vedic Civilization, which extended over much of the Indo-Gangetic plain and which witnessed the rise of major polities known as the Mahajanapadas. In one of these kingdoms, Magadha, Mahavira and Gautama Buddha were born in the 6th or 5th century BCE and propagated their śramanic philosophies.
Almost all of the subcontinent was conquered by the Maurya Empire during the 4th and 3rd centuries BCE. It subsequently became fragmented, with various parts ruled by numerous Middle kingdoms for the next 1,500 years. This is known as the classical period of Indian history, during which India has sometimes been estimated to have had the largest economy of the ancient and medieval world, controlling between one third and one fourth of the world's wealth up to the 18th century.
